Mr. Plummer, who founded DPA in 1978, is one of the most well-respected civil engineers in the state of Florida. His career has spanned more than 45 years in California, Illinois, and Florida while working in both the public and private sectors. Mr. Plummer is a former Assistant Director of Engineering at the Traffic Institute at Northwestern University and has lectured at many universities. He has provided his technical expertise to many signature projects in South Florida including the Miami-Dade County Metrorail system, the Miami-Dade County Zoo, the American Airlines Arena, the Southwest Florida International Airport, and the Village of Merrick Park.

Mr. Plummer is responsible for the overall transportation planning, traffic engineering, and civil design for DPA. His responsibilities also include the day-to-day management of the firm and client relations. Mr. Plummer is a registered professional engineer in the states of Florida and Colorado and has over 20 years of civil and traffic engineering experience with both the public and private sectors. His expertise includes transportation planning, transit planning, traffic engineering, traffic calming, parking analyses, site design, and geometric design.

Mark J. Gillis, AICP

As General Manager of DPA’s Southwest Florida Regional Office, Mr. Gillis oversees all staff, production, quality control, and client relations in that six county region.  He also supervises the preparation of all of the Regional Office’s transportation projects.  Mr. Gillis is a member of the American Institute of Certified Planners, with over 35 years of responsible transportation experience in both the public and private sectors.  Mr. Gillis has been with DPA for over 30 years.
